Governor Okpebholo: Changing Edo State from a State of MoUs to a State of Massive Development

For many years, during the last administration of Governor Godwin Obaseki, public discourse around development in Edo State often revolved around Memoranda of Understanding (MoUs), investment announcements, ambiguous and ambitious projections, which at the end of the day, there were nothing to show for all the MoU noise made.   


While such agreements are important instruments for attracting investments and fostering partnerships, the people of Edo state, ultimately judge governments by visible outcomes, such as completed projects, improved public services, jobs created, economic opportunities and so on.

Since assuming office, Governor Monday Okpebholo has presented his administration as one that is focused on implementation and tangible infrastructure. No wonder, he made it known from the onset, that A NEW EDO STATE IS RISING. 


Governor Okpebholo's supporters argue that this new Sheriff in town, is shifting the emphasis from 'promises', to execution; prioritizing projects that produce measurable benefits for residents across Edo state.


This emerging narrative, that Edo State is moving from being known primarily for agreements, wishful thinking and intentions, to one characterized by visible development, has become a defining theme of Governor Okpebholo's administration.


Memoranda of Understanding, MoU, have long been recognized as valuable preliminary steps in development planning. They establish frameworks for cooperation between governments and investors. However, they do not, by themselves, constitute development. Surprisingly however, some supporters of the previous Government of Edo State, were known for mentioning the number of MoU's gone into by the government, as achievements. That was very sick.


Development becomes meaningful when agreements translate into functioning roads, modern schools, equipped hospitals, reliable electricity, employment opportunities, improved security, and a better quality of life. In less than two years of his administration, Akpakomiza has demonstrated this.


Contrary to what existed, Governor Okpebholo's administration has consistently emphasized project delivery over ceremonial announcements. 


The government's message has been that citizens deserve to see and experience development rather than merely hear about future possibilities.


Infrastructure as the Foundation of Growth:


Across Edo State, road construction and rehabilitation have featured prominently in Governor Okpebholo's agenda.


Improved transportation networks, as seen in Edo South, where Akpakomiza rehabilitated and modernised the road that led to former Governor Obaseki's village, contructed the flyovers, Temboga road, and many other roads, are facilitating commerce, reducing travel time, encouraging investments, and connecting rural communities to urban markets.


Better roads also improve access to healthcare, education, and agricultural produce markets.


By investing in infrastructure, Okpebholo's administration seeks to lay the foundation for sustained economic expansion rather than temporary economic gains. Needless for me to mention that, the same feat is being replicated in Edo Central and Edo North. This is a governor that is intentional, purposeful and focused.


Security and Economic Confidence:

Economic development cannot thrive without adequate security.

Governor Okpebholo has repeatedly identified security as a prerequisite for investment and community development. A safer environment enhances business confidence, attracts investors, and enables farmers, traders, and entrepreneurs to operate with fewer disruptions.

While security remains a shared responsibility involving federal and state institutions, Akpakomiza's administration has expressed its commitment to tackling insecurity head-on. He has made it abundantly clear that his administration has zero tolerance for cultism and Kidnappings. He who has ears, is expected to get the message clear. 


Agriculture and Rural Transformation

Agriculture continues to be a major pillar of Edo State's economy.

The administration has highlighted the importance of supporting farmers through improved rural infrastructure, better access to markets, and policies aimed at increasing agricultural productivity.

A thriving agricultural sector not only improves food security but also creates employment, especially for young people, while stimulating agro-processing industries that add value to locally produced commodities.


Human Capital Development

No society achieves sustainable development without investing in its people.

Education and healthcare remain central components of the administration's development vision. 


Beyond constructing physical infrastructure, the government has expressed its intention to strengthen educational institutions, improve learning environments, and expand access to quality healthcare services. The establishment of a school of Nursing in Udomi, the increase in the monthly subvention to Ambrose Alli University, Ekpoma and the College of Education, Igueben, employment of over six thousand school teachers and employment of more staff at the local government level, are clear testimonies  to Governor Okpebholo's commitment to Human Capital Development.


Human capital development enhances productivity and prepares the state's workforce to compete in an increasingly knowledge-driven economy.


Creating an Investor-Friendly Environment


Investors are attracted, not only by incentives but also by stability, efficient governance, and reliable infrastructure.

The Okpebholo administration has signaled its intention to create an enabling business environment that encourages both domestic and foreign investment. Streamlining government processes, improving infrastructure, and maintaining policy consistency are essential factors in achieving this objective.


Rather than measuring success solely by the number of investment agreements signed, the administration's performance is likely to be judged by the number of businesses established, jobs created, and industries sustained.


Modern governance increasingly emphasizes measurable outcomes. Citizens expect governments to deliver projects that improve daily living conditions. Roads that remain motorable, schools that facilitate effective learning, hospitals that provide quality care, and public institutions that function efficiently, are tangible indicators of development.


Governor Okpebholo's governing philosophy, as articulated by his administration, reflects an understanding that public confidence grows through visible performance rather than political rhetoric of unending MoU's.

So far, Governor Monday Okpebholo's tenure, which is barely two years old, has aptly demonstrated that, the ultimate business of good governance, goes beyond the rhetorics of wishful thinking, and drafting of MoU's, as his administration is delivering sustainable infrastructure, strengthening public institutions, improving the economy of Edo State, and ultimately enhancing the quality of life of the people of the state.


In view of the foregoing, Edo State is increasingly being recognized, not for the agreements it signs, but for the development its citizens can see, use, and benefit from, on a daily basis.
